Request for bid/qualifications for demolitions
Part 1) General Information
City of Fairbury is requesting proposals from responsible demolition contractors to complete demolitions, excavation, and restoration of properties in City of Fairbury, Nebraska. The project is financed in part by the Hazard Mitigation Grant Program through the Nebraska Emergency Management Agency & FEMA. Project is administered locally by Fairbury Development Services Director.
Sealed proposals are to be submitted to: City of Fairbury Development Services Director, Attn: Laura Bedlan, 612 D Street, P.O. Box 554, Fairbury, Ne 68352 no later than 10:00 am on February 14, 2023.
Part3) Scope of Work
The project consists of demolition and excavations of up to 13 properties. The HMGP Acquisition process is strictly voluntary, and any property owner may withdraw their application at any time. As a result, the actual number of parcels could change. The City of Fairbury will facilitate payment for all demolitions conducted but will not order them for those property owners who withdraw. Therefore, demo prices must be on a unit/parcel basis.
Part 4) Demolition, Excavation & Restoration Stipulations
The following stipulations must be used and considered for all parcels:
- Demolitions, excavations, and restoration will be conducted in a sequential order according to the schedule set by the City after each property has been abated as needed, see attached map or contact Laura Bedlan to review sites.
- All properties will be assessed for asbestos and lead paint and abated accordingly prior to being excavated and demolished. This will not be the responsibility of the demo company.
- All bids need to show a unit price for each parcel and note all structures accordingly.
- All Demos need to include utility disconnects and any well capping as needed, along with filling in/removing septic tanks and other utility items on each parcel.
- All parcels need to be excavated with holes filled and compacted with a minimum of twelve inches of top fill and graded to be prepared for seeding.
- All parcels need to be seeded and done so during the time of year that makes sense for good vegetation growth.
- All invoices must clearly note which parcels were demolished on what date. This is a FEMA requirement to track and comply with the grant requirements, failure to include these details may result in the company not being paid by City of Fairbury.
- All debris must be taken to a certified landfill and documents showing these truck loads must be submitted with the invoices to be paid. Failure to supply detailed documents may result in the company not being paid by City of Fairbury.
Part 5) Technical Requirements
Proposals shall include, at a minimum, the following information:
- Company name, address and contact information
- Meet bonding requirements per Federal 2 CFR part 200.326 (attachment A)
- Specialized experience and technical competence of the company
- Proposed project timeframe and ability to perform demolitions on time
- The company’s proximity and familiarity with the City of Fairbury
- Past record of performance of the company with respect to factors such as accessibility to clients, quality of work, and ability to meet schedules
- Previous experience with state/federally funded projects
- List of references for at least three (3) projects
Part 6) Criteria for Selection
City of Fairbury will review all proposals received by the stated deadline and will select companies based on the following criteria:
- Specialized experience and technical competence of the company, including qualifications of staff to be assigned to the project
- Ability to complete project in a reasonable timeframe
- The company’s proximity and familiarity with the City of Fairbury
- Past record of performance of the company with respect to factors such as accessibility to clients, quality of work, and ability to meet schedules
- Previous experience with mitigation projects or other state/federally funded projects
- References for past projects listed
- Cost per unit for demolition, excavation and restoration.
- Other considerations, as applicable
After the City reviews each potential candidate, all companies will be scored, ranked and selected according to the criteria.
The City of Fairbury will not be responsible for costs incurred by any company in the preparation of their proposals. The City reserves the right to reject all proposals.
