General Notice
City of Fairbury, Nebraska (Owner) is requesting Bids for the construction of the following Project:
Distribution System Improvement and High Service Pump Station

Bids for the construction of the Project will be received at the Fairbury City Offices located at 612 D Street, Fairbury, Nebraska 68352, until March 10, 2026, at 1:30 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
1. Bid Section I: (Base Bid) Provide all labor, materials, and equipment necessary for the installation of a High Service Pump Station (HSPS), including construction of the foundation and wet well, connection to existing onsite water mains, abandonment of existing water mains, installation of new onsite water mains, valves, fittings, electrical service, generator, and any other incidental components as indicated in the plans and further detailed within these specifications.
2. Bid Section II: (Base Bid) The scope includes the replacement of approximately 3,500 linear feet of 12-inch water main, installed using both Horizontal Directional Drilling and open cut methods. Work shall include the installation of hydrants, valves, miscellaneous fittings, connections to existing water mains, service lines, new curb stops, connection of service lines, as well as all necessary flushing, testing, disinfection, and any other construction activities as detailed in the specifications.
a. Alternate Bid: Remove existing curb stops, install meter pits, and connect new and existing water service lines to and from the meter pits. Owner will install meters within the Contractor-installed meter pits.
3. Bid Section III: (Base Bid) Chemical feed, WTP site piping , and temporary treatment support, as shown on the plans and detailed in the Specifications.

Pre-bid Conference
There is no pre-bid conference for this project.
Bid security shall be furnished in accordance with the Instruction to Bidders. The check(s) or bond(s) shall be made payable to Owner as security that the bidder(s) to whom the award(s) are made will enter into contract to build the improvements bid upon and furnish the required bonds and insurance.
The Owner reserves the right to accept any bid which it deems most advantageous to the Owner, and to reject any or all bids submitted and to hold as many bids as it desires for consideration for a period of sixty days after the bids are open.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
