Chairperson Mueller read the statement regarding the Open Meetings Act.
1. Chairperson Mueller called the meeting to order at 7:00 p.m. and asked for roll call. Other members present were: Mary Mach, Cathy Kleine, Greg Koerwitz, Robert Brackle, Bob Stepp and Paul Schramm.
2. Next, was the approval of the minutes from the March 8th, 2010 meeting.
Member Kleine made the motion to approve the minutes of the March 8th, 2010 meeting and member Stepp seconded the motion. By roll call, the vote was: 7 - "yes" (Kleine, Mueller, Koerwitz, Stepp, Schramm, Brackle and Mach) / 0 - "no". The motion passed.
3. Next, was the application for Certificate of Work in the Historic District. Request HD-2010-04 from Siebert Communications in regards to work being done at KUTT/KGMT Radio Station [ 412 4th Street ]. Legally described as Lot 6, Blk. 32, Original Town Addition, Fairbury, Jefferson County, Nebraska. Located in the B2 – Downtown Commercial Zoning District and the HD – Historic District Overlay. Discussion, taking of any necessary or desired action.
Bedlan explained the procedure
to obtain a permit to do work in the historic district and how the
Planning and Zoning commission is involved in the granting of the permit. She
also noted that at this time Siebert Communications is not requesting monies
from the downtown design challenge grant. Brackle requested clarification on
what they are planning on doing to the building. Bedlan stated that they are
remodeling and altering the structure of the load bearing wall between the
buildings. Fire Chief Voss noted that they are also altering the front of the
building by removing the two doors and making it one entrance. They also plan
on removing the stairs between the buildings. Bedlan stated that Siebert’s
plans are to remodel first and do the front work at a later date with a
different building permit. She also noted that Tom Russell an employee of
Siebert Communication is the general contractor on this job. Brackle gets
clarification on the location of the emergency exit and stairs. Member Stepp
noted that the current proposed plans show changes to the front of the building
and Chief Voss states that these are not the same plans that were presented to
Bedlan and himself previously. After closer inspection of the plans Bedlan
notes that the plans have indeed changed however, it still does not change her
recommendation to send this request to the historic preservation commission for
their review and recommendation. Member Kleine questions if the historic
Preservation Committee deals with interior remodeling. Chief Voss states that
the Historic Preservation Committee deals with changes to the structure that may
alter the historic integrity of the building. Member Koerwitz made the motion
to recommend this application to the Historic Preservation Commission. Member
Brackle seconded the motion. By roll call, the vote was: 7 - "yes" (Kleine,
Mueller, Koerwitz, Stepp, Schramm, Brackle and Mach) / 0 - "no". The motion
passed.
4. Next were comments from the public on non-agenda items.
Member Brackle questioned the BVCA fence that is a 7’ chain link built directly behind the sidewalk. Bedlan stated that the fence in question was permitted and built in accordance with the zoning ordinances
5. With no other business on the agenda and no comments from the public on non-agenda items member Koerwitz made the motion to adjourn. Member Kleine seconded the motion. By roll call, the vote was: 6 - "yes" (Kleine, Mueller, Koerwitz, Schramm, Runge and Stepp) / 0 - "no". The motion passed.
