CITY COUNCIL & BOARD OF PUBLIC WORKS AGENDA              

 

TUESDAY, APRIL 19, 2011, 7:30 p.m.

 

All agenda items are for discussion and action will be taken as deemed appropriate.  The City Council reserves the right to go into executive session in accordance with Section 84-1410.

 


 

A.     CALL TO ORDER

1.      Pursuant to Section 84-1412(8) of the Nebraska Open Meetings Act a current copy of the Open Meetings Act is posted in the entry of this meeting room and is available for viewing by the public.

2.      Roll Call

 

B.    SUBMITTAL OF REQUESTS FOR FUTURE ITEMS

Individuals who have appropriate items for City Council consideration should complete the Request for Future Agenda Items form located near the entrance of the meeting room.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a committee or Council meeting, notification of the date will be given.

 

C.    CONSENT AGENDA

1.      Approval of the minutes of the regular meeting of April 5, 2011.

2.      Approval of claims.

3.      Approval of the March 2011 Reconciliation Report.

4.      Approval of the resignation of Jill Brueggemann from the Museum Board.

5.      Approval of the appointment of Corwin Huss to the Museum Board.  Term to expire

July 2014.

 

D.    PUBLIC HEARINGS 

1.      Set Public Hearing concerning an application submitted to the Liquor Control Commission by Ruth A & James L. Johnson/Chuckles, for a Catering License.

 

E.      CURRENT BUSINESS

1.      Presentation by Shawn Kaskie regarding the Community Needs Assessment Survey.

2.      Presentation by Blobaum & Busboom, P.C. of fiscal year 2009-2010 audit.

3.      Consider recommendation from the Parks and Recreation Special Committee and Public Works Committee regarding the Maintenance/Management Agreement between the City of Fairbury and the Fairbury Area Softball Association for the term of October 1, 2010 to September 30, 2011.

4.      Discussion of Fairbury Dog Pound on Facebook. 

5.      Consider recommendation from the Public Works Committee regarding request from the Fairbury Girls Softball Association to allow camping in the City Park during Memorial Day Weekend for the Softball Invitational Tournament.

6.      Consider recommendation from the Public Works Committee regarding request from the Fairbury Chamber of Commerce to allow camping in the City Park and the Community Building and use the showers and restrooms at the Swimming Pool for the 24th Tour de Nebraska on June 24, 2011.

 

7.      Consider recommendation from the Public Works Committee regarding request from the Hope Crisis Center to use different areas of the City Park in the morning on April 23, 2011 for the 7th Annual “Put Your Foot Down Against Sexual Assault” Run/Walk with barricades being placed at the three entrances to the City Park.

8.      Consider recommendation from the Retirement Plan Committee to offer the Roth 457 option to retirement plan participants.

9.      Consider authorizing Mayor Ward to sign the proclamation celebrating Arbor Day and planting a tree with Black Hills Energy in McNish Park on April 29, 2011.

 

F.     RESOLUTIONS AND ORDINANCES

1.      Second Reading:  Ordinance No. 3007:  AN ORDINANCE SETTING SALARIES FOR PART-TIME, TEMPORARY OR CASUAL EMPLOYEES; PROVIDING FOR THE EFFECTIVE DATE THEREOF; AND REPEALING CONFLICTING ORDINANCES.

2.      Second Reading:  Ordinance No. 3008:  AN ORDINANCE AMENDING FAIRBURY ZONING REGULATIONS – 2005 EDITION, § 5.10, 5.11, 5.12, AND 5.13 TO ALLOW FOR CERTAIN NONCONFORMING DWELLINGS AND HOME OCCUPATIONS LOCATED IN THE GENERAL COMMERCIAL, DOWNTOWN COMMERCIAL, HIGHWAY COMMERCIAL, AND LIGHT INDUSTRIAL DISTRICTS TO BE ENLARGED, EXTENDED, RECONSTRUCTED, MOVED, OR STRUCTURALLY ALTERED BY SPECIAL USE PERMIT.
