CITY OF FAIRBURY, NEBRASKA

COUNCIL AGENDA              

 

TUESDAY, FEBRUARY 15, 2011, 7:30 p.m.

 

All agenda items are for discussion and action will be taken as deemed appropriate.  The City Council reserves the right to go into executive session in accordance with Section 84-1410.

 


 

A.     CALL TO ORDER

1.      Pursuant to Section 84-1412(8) of the Nebraska Open Meetings Act a current copy of the Open Meetings Act is posted in the entry of this meeting room and is available for viewing by the public.

2.      Roll Call

 

B.    SUBMITTAL OF REQUESTS FOR FUTURE ITEMS

Individuals who have appropriate items for City Council consideration should complete the Request for Future Agenda Items form located near the entrance of the meeting room.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a committee or Council meeting, notification of the date will be given.

 

C.    CONSENT AGENDA

1.      Approval of the minutes of the regular meeting of February 1, 2011.

2.      Approval of claims.

3.      Approval of the January 2011 Reconciliation Report.

4.      Approval of the appointment of Linda Schultis to the Library Board.  Term to expire July 2014.

 

D.    PUBLIC HEARINGS 

 

E.      CURRENT BUSINESS

1.   Approval of the appointment of Steve Kotschwar as Part Time Police Officer.

      2.   Swearing in of Steve Kotschwar as Part Time Police Officer.

      3.  Consider Use of Tax Incremental Financing Districts (TIF) – City of Fairbury.      

         Presentation by Tim Keelan with Hanna:Keelan Associates.

   4.  Motion to direct Hanna:Keelan to perform a blight study as it relates to     

         Redevelopment Area #4.  Fees to be paid and deposited with the City of Fairbury

         by the developer.

    5.  Fairbury Public Library Annual Report for 2009 – 2010.

      6.  Consider authorizing Mayor Ward to sign the Collective Bargaining

    Agreement between the City of Fairbury and the International Brotherhood   Electrical Workers, Local Union No. 1536 (IBEW) for the term of October 1, 2010 to September 30, 2013.

7.      Consider authorizing Mayor Ward to sign the Memorandum of Understanding Agreement between the City of Fairbury and the IBEW No. 1536 effective October 1, 2010.

 

F.     RESOLUTIONS AND ORDINANCES

1.      Resolution No. 807 providing for the creation of a handicap loading and unloading sign on the east side of D Street between 5th and 6th Streets as requested by the FYI Center.

2.      Third Reading: Ordinance No. 3005:  AN ORDINANCE AMENDING FAIRBURY MUNICIPAL CODE § 71.77 TO ADD UTILITY-TYPE VEHICLES TO EXISTING REGULATIONS, TO UPDATE REGULATIONS IN COMPLIANCE WITH AMENDED STATE STATUTE, AND TO BAN OPERATION OF ATVs AND UTVs WITHIN THE CRYSTAL SPRINGS PROPERTY.
